VLANs are created at Layer 2 (Data Link). Layer 3 is IP and not involved. Your Layer 2 switch will only be able to access what ever VLAN it's plugged into on your Managed (or as you call it L3) switch. You can not and should not ever be able to "hop" VLAN's.
