Has the g.o.p ever considered that the real problem with the lack of education in the u.s is caused by poverty?

There is a math cl in my school that is for people who are very behind in mathematics. Most of the people who are in that cl come from some of the worst neighborhoods in Minneapolis(Minnesota).
